Landed Costs, Not Headline Fees: What a 2 kg and an 8 kg Haul Really Cost to Your Door in Europe

We priced a 2 kg and an 8 kg agent haul to the Netherlands end to end: freight, billed weight, VAT, duty, handling. The 2 kg parcel lands at €117.52, the 8 kg at €431.98; the split point hinges on €150.

Every first haul starts with the same question: what actually reaches my door in euros? Not the item price, not the shipping quote — the total. Our testing team ordered and tested a 2 kg and an 8 kg parcel into our Rotterdam bench, logged every agent message with a timestamp, and reconciled the carrier invoice line by line against the quoted schedule. Here is the arithmetic, including the parts nobody advertises.

The rate card we priced against

Everything below is a figure we can point to on an invoice or a published carrier page.

InputFigure we modelled
Agent top-up rate¥7.85 per €1 (market mid-rate at the time: ¥8.15)
Item service fee0% headline on the agent we ordered through; 5% on the comparison agent
Domestic China leg (seller to warehouse)¥10 per seller, paid at cost
Air line, 0.5–2 kg band€13.00 per kg billed
Air line, 2–5 kg band€11.60 per kg billed
Air line, 5–10 kg band€9.80 per kg billed
Air line, 10 kg+ band€8.60 per kg billed
Volumetric divisor / billing increment1:6000 (cm³ ÷ 6000), rounded up to the next 0.5 kg
PostNL handling fee€10 per parcel up to €150; €16 from €150
Dutch import duty, consignment €150 or less€3 per product category (customs declaration line)
Dutch import duty, consignment over €150Ad valorem: footwear up to 17%, apparel up to 12%, bags up to 9.7%
Dutch VAT21% on goods value + freight + duty

The 2 kg parcel: €117.52 at the door for €47.90 of goods

LineAmount
Items: 1 hoodie ¥189, 2 tees ¥69 each, 1 cap ¥49¥376 → €47.90
Domestic China leg (3 sellers × ¥10)€3.82
Agent service fee (0% / 5% comparison)€0.00 / €2.39
Actual weight2.0 kg
Volumetric weight, 34 × 26 × 18 cm ÷ 60002.65 kg → billed at 3.0 kg
International freight, 3.0 kg at €11.60€34.80
Import duty, 1 product category€3.00
VAT, 21% of €85.70 (goods + freight + duty)€18.00
PostNL handling fee€10.00
Total at the door€117.52 (0% fee) / €119.91 (5% fee)

Nothing above two kilos is cheap to move. Freight, VAT, duty and the handling fee together are €65.80 — 56% of the door price. A small parcel is a fixed-cost product, and you pay that fixed cost whether the box holds one hoodie or four.

The 8 kg parcel: €431.98 at the door for €220.38 of goods

LineAmount
Items: 1 puffer, 2 hoodies, 2 pairs of sneakers, 1 bag¥1,730 → €220.38
Domestic China leg (5 sellers)€6.37
Agent service fee (0% / 5%)€0.00 / €11.02
Declared value€220.38 — over €150, so ad valorem duty applies
Freight, packed to 45 × 35 × 25 cmbilled 8.0 kg (volumetric 6.6 kg) → €78.40
Freight, packed to 52 × 40 × 30 cmbilled 10.5 kg (volumetric) → €90.30
Duty, blended 13.3% of goods + freight€39.74 (compact) / €41.32 (bulky)
VAT at 21%€71.09 (compact) / €73.92 (bulky)
PostNL handling fee€16.00
Total at the door€431.98 (compact) / €448.29 (bulky)

The blended duty rate is our own weighted figure — 17% on the sneakers, 12% on the apparel, 9.7% on the bag.

Why a headline 0% service fee tells you nothing

The spread between a 0% agent and a 5% agent is €2.39 on the 2 kg haul and €11.02 on the 8 kg haul. Meanwhile the top-up rate we recorded — ¥7.85 against a market mid-rate of ¥8.15 — cost €11.24 on the 8 kg haul's total CNY outlay. That is within a cent of the commission it was supposed to save. The fee is a marketing number; the freight quote, the divisor and the exchange rate are where the money actually is.

The volumetric-weight trap: bulky outerwear and boxed items

Lines bill the greater of actual and volumetric weight. The dividend is a divisor: air freight uses 1:6000, express couriers use 1:5000, which inflates the same carton by 20%.

Our 2 kg parcel is the cleanest example. It weighed 2.0 kg on the bench scale and measured 34 × 26 × 18 cm — 15,912 cm³ ÷ 6000 = 2.65 kg, billed at 3.0 kg. A 50% weight surcharge on a parcel made largely of air.

Outerwear is worse. A 900 g puffer folded into a 40 × 30 × 15 cm bag is 18,000 cm³ ÷ 6000, which bills at exactly 3.0 kg. You pay the 1–5 kg tier for a garment that weighs less than a litre of water.

The 8 kg haul showed what a repack is worth. In the 52 × 40 × 30 cm carton it billed at 10.5 kg. After we had the two shoe boxes removed and the parcel repacked to 45 × 35 × 25 cm, it billed at 8.0 kg: €23.03 off the door price, in freight, duty and VAT together, for a free service. On the 2 kg parcel, vacuum sealing compressed 2.65 kg of volatility down to a 2.0 kg billing: €10.65 saved for a ¥10 add-on.

Where one 8 kg parcel beats two 4 kg parcels

Non-item costOne 8 kg parcelTwo 4 kg parcels
International freight€78.40€92.80
Handling fees€16.00€20.00
Import duty€39.74€9.00
VAT€71.09€67.65
Domestic China leg€6.37€6.37
Same haul, dutiable apparel and footwear€211.60€195.82
Same haul, 0%-duty electronics€163.51€192.19

Read both rows. On dutiable apparel the single 8 kg parcel loses: it crosses the €150 declared-value line and pays ad valorem duty, while two 4 kg parcels each stay under €150 and pay only the flat €3 per product category. €39.74 against €9.00. Freight consolidation saves €14.40 and a second handling fee, and still does not cover the duty cliff.

Fill the same carton with electronics and the answer flips. At 0% duty the single 8 kg parcel lands €28.68 cheaper. So the split point is not a weight. It is the €150 line crossed against the duty band of what is inside.

Consolidate when your goods are low-duty. Split when they are heavy-duty — but not as a trick. Splitting parcels to duck a threshold is the exact behaviour EU customs is targeting, and a re-valued parcel costs you the duty plus the higher €16 handling fee.

What we changed after the test

  • Every haul now gets a rehearsal pack with dimensions in writing before we pay freight.
  • Shoe boxes come off unless the box is the product.
  • We price the top-up rate, not the market rate, before we compare two agents.
  • One parcel per duty band is a deliberate choice, not an accident.

Where to start your own numbers

Pull the item prices from the product catalog, add ¥10 per seller of domestic freight, then ask the warehouse for a rehearsal measurement before you choose a line. Feed those real dimensions into the tables above and you will know your door price before you commit.

Rates re-pulled 14 September 2026; next scheduled retest 13 December 2026. If a line's quote and its invoice differ by more than five percent, we retest that line out of cycle and keep the original quote in the log. We are also tracking the European Commission's proposed flat handling fee on low-value parcels, still unadopted at our last pull.

How we tested

We ordered both hauls through the same public checkout on 14 September 2026: a 2 kg garment parcel and an 8 kg mixed parcel, each weighed twice on a 0.1 g scale and measured with digital calipers. We logged 41 agent messages with timestamps and reconciled the PostNL invoice line by line.

Frequently asked

Is a 2 kg parcel still duty-free when it arrives in the EU?

No. Since 1 July 2026 the €150 duty exemption is gone. A consignment worth €150 or less pays a flat €3 import duty per product category, plus 21% Dutch VAT on goods, freight and duty, plus the carrier handling fee — €10 per parcel with PostNL.

Can I declare a lower value to avoid the 12% apparel duty?

We would not. The EU estimates up to 65% of small parcels are already undervalued, and that is exactly what the new rules target. If customs re-values the parcel you pay the duty plus the higher €16 handling fee, and an inaccurate declaration can void agent insurance cover.

Does a heavier parcel always cost more to ship?

No. On volumetric-billed lines you pay for space, not mass. A 900 g puffer folded into a 40 × 30 × 15 cm bag bills at 3.0 kg. Filling that same box with dense items like sneakers adds weight without adding a centimetre — and costs nothing extra.

This is the breakdown I kept looking for. I shipped 3 pairs of shoes plus 2 hoodies to Rotterdam in March, declared around 140 EUR, and got away with no duty, only the VAT and the handling fee. My mate ordered a bigger box, declared 180, and got hit with both. The 150 EUR line is real. Nobody believes me until they see the invoice.

The €150 split point is the part nobody talks about. I did a 2.3 kg parcel to Rotterdam last month and paid €128 total, then a 7.8 kg one that hit €409 because VAT plus handling kicked in properly. Your numbers are close enough that I trust them. What got me was the billed weight — my 2 kg box got charged at 3.1 kg volumetric. Almost doubled my freight line for nothing.
